REMINGTON TOWN BOARD MEETING OCTOBER 5, 2009
The Remington Town Board met at 6:30p.m. at the town hall on October 5, 2009. Present at that meeting were Susie Sigo, Pat Berger, Jim Stewart, Charlie Illingworth, Mark Jones, Paul Westmoreland, John Schetzenhofer, Bruce Messersmith, John Flinn, John Casey, John McCurtain, Barb Lawson, Jonathan Borgers, Ryan Byrd and Dian Flinn.
The meeting started out with the Pledge of Allegiance. First on the agenda was the Public Hearing on the 2010 budget. Jim Stewart made a motion to accept the budget. Pat Berger seconded the motion. Motion carried. Pat Berger made a motion to accept the minutes of the September board meeting. Jim Stewart seconded the motion. Motion carried.
CITIZENS: John McCurtain brought a proposal for the town manager position for the board to look over.
ATTORNEY: John Casey said the ordinance about the unsafe housing was not finished yet. It will be ready by the next meeting.
WASTEWATER: Bruce Messersmith reported the transducer at the lift station needed replaced and he ordered propellers for a pump. Bruce would like to get some concrete blankets to keep the lift stations warmer this winter. Bruce asked permission to go to the IRWA meeting in December. The board said yes, they were all for any sort of education.
WATER: Mark Jones gave his report on the wells which are in pretty good shape. He is flushing hydrants on October 12, 13 and 14th. Mark reported he finished the taps at Smith Transport. Mark asked permission to purchase 4 new hydrants that a vendor had for a good price. They are usually $1400.00 and he was selling them for $500.00. A motion was made by Jim Stewart to purchase up to 4 new hydrants. Charlie Illingworth seconded the motion. Motion carried. Mark said to save on money this winter he is not going to heat his big building. Most of that building is not being used anyway.
STREETS: John Flinn reported the blacktopping and patching of the streets is finished. John asked permission to order 8 new tan concrete trash receptacles for the town. These are $318.00 a container plus $700.00 for shipping. John had checked with Kay and there is money for this. Jim Stewart made a motion to purchase 8 concrete trash receptacles. Pat Berger seconded the motion. Motion carried.
POLICE: A copy of the police report is on file. Westmoreland did report that the County had purchased GPS units for all the police and fire departments. He will bring information to the next meeting on the speed light the board has asked about. The Deputy will be attending training this week.
Fire Dept: The fire report is on file in the clerk's office.
OLD BUSINESS: A decision about the doors for the old fire station renovation was made after much discussion. The Board decided to go with white steel insulated overhead doors and entry door for a cost of $8359.00. Pat Berger made a motion to go with this door package of $8359.00. Charlie Illingworth Seconded the motion. Motion carried.
NEW BUSINESS: Mike Coty and Larry Brown both submitted bids to build the new street department office. They need to compare the bids before they can award it to someone. This will be decided at the next meeting.
Appointments needed to be made to the Plan Commission and the Board of Zoning Appeals. Those for the Plan Commission were as follows: Bruce Best, Jerry Cyr, Barb Harper and Albert Tyler. The three Board members were Jim Stewart, Brian Melchi and Charlie Illingworth. Jon Schwab and Dan Anaya have already been appointed by the County Commissioners as the ones who live within the town's 2 mile buffer. Pat Berger made a motion to accept these people to the Plan Commission. Charlie Illingworth seconded the motion. Motion carried. Appointments to the Board of Zoning Appeals are Don Knochel, Robert Cantrell, Dan Anaya (Plan Commission member also), Jim Stringfellow and Al Schambach. Pat made a motion to accept these people to the Board of Zoning Appeals. Charlie seconded. Motion carried.
The Board needed to appoint a member of the town board to the Superintendent Committee. They decided the president or his designate would fill that position plus the Department Superintendents and Town Manager. Pat Berger made the motion to accept these appointees. Charlie Illingworth seconded the motion. Motion carried.
The Board announced that Trick or Treat night would be October 31st with the parade starting at 7:00 p.m. and trick or treat from 7:30 until 9:00 p.m.
Tree Quotes: Wiseman Tree Service bid was $2925.00 to take down eight trees and remove the stumps. Northwest Territory Tree Service had a bid of $2150.00 to take down eight trees and remove the stumps. Jim Stewart made a motion to award the contract to Northwest Territory Tree Service. Pat Berger seconded the motion. Motion carried.
There were two citizen complaints. One complaint was about trash around a house and several people living in the house. This person shares a driveway with this house and they have trouble getting through at times. John Casey said the landlord could be contacted and find out what is going on. The other complaint was about the town water and the chemical put in it. This person had been told that the water ate his hot water heater coils. Mark told the board that there was nothing in the Re-Ox that is corrosive or will harm anything. The State would not let anyone use chemicals if they could damage lines. The Board recommended that Mark send a copy of the water report to him or he could have his water tested himself. There was a note from Chris Rodehan and one from Jesse Minick about leaks that ran out under one house and the other one out on the ground. They granted the leak credits to both.
The date for the IACT Round Table was announced.
A transfer from 1-122 Length of Service Contribution to 1-120 Accident/Health Ins. for the fire dept.
Jim Stewart made a motion to approve claims. Charlie Illingworth seconded the motion. Motion carried.
Jonathan Borgers from Wessler was present but didn't have anything for this month. He will have a couple of things ready next month.
Pat Berger made a motion to adjourn. Jim Stewart seconded the motion. Motion carried.
