Susie Sigo opened the meeting with the Pledge of Allegiance.
Minutes from the July 6, 2009 meeting were approved on a motion by Pat Berger seconded by Charlie Illingworth. Motion carried.
Citizen Comments
Dan Nave was present to request consideration of a 4-way stop be put at Ohio and Minnesota. He stated there are a number of children in that area and traffic is running to fast along the street. The council will look into this.
Doug McGill asked for information on the Advance Auto U.S. 24 road project. The project has been awarded and construction will start soon. Susie Sigo stated that a light pole and utilities have to be moved before construction can start.
Representative Doug Gutwein was present to update the council on issues in the area.
Jon Borgers reported that R & R Visual invoice for the sewer televising and cleaning had been reviewed and an adjustment had been done. Charlie Illingworth asked Borgers if the cleaning had improved the overall capacity of the WWTP. Borgers stated that it had changed very little. Borgers will talk with KIRPC about our capacity issue.
Borgers reported that 2 six- inch lines had been exposed in the creek while dredging was being done. One had been snagged and needs to be repaired or replaced. They need to be buried deeper. It will cost approximately $30,000-$40,000 to put them in deeper. Flow of the creek will need to be stopped to replace them. This would not require a permit from IDEM but a DNR permit would be needed. The work can be done and then an application submitted. Borgers will get some quotes on this.
Borgers reported that the U.S. Road Construction project would start once the water in the area goes down.
Town Attorney
John Casey presented the council with Ordinance #09-07-06-1 pertaining to Identity Theft. Motion to approve the ordinance was given by Charlie Illingworth, seconded by Pat Berger. Motion carried.
Casey also presented Weed Ordinance #09-07-06-2 for the Council's approval. Charlie Illingworth moved to pass the ordinance with Pat Berger seconding his motion. Motion carried.
Lindsey Burns presented the Fox Agency quote for town and fire department liability, accident and auto insurance coverage for 2009-2010 in the amount of $28,929. Chuck Clark for MBAH Insurance had presented to the council at the June meeting but reiterated information from that meeting as well new information on the fire department. MBAH total premium quote was for $27,300. After discussion on the difference in price and coverage the council decided to remain with Fox Insurance. Pat Berger moved to accept the Fox Insurance quote with a second given by Charlie Illingworth. Motion carried.
Wendy Schwab was present to update the Council on what the RWCDC had been doing for the Paint the Vision project in Remington and Wolcott. Work has been done on homes in Wolcott, buildings at the Remington Park as well as the historic water tower in Remington. Schwab stated that an architect has been hired to look at the old tower. Susie Sigo stated that we have to be careful what we do with the tower because it is on the state and national historic registry. Schwab stated that Rick Swartz works with buildings on the historical registry all the time. Mark Jones stated that he would be happy with just the area of the old fire station done. Schwab stated that if the council is interested in moving forward with the work a conference call could take place in order to get plans ready. Schwab presented a cost estimate of $29,262 for the whole project.
Department Reports
Police- -Marshal Westmoreland gave his police report for the month of July. A copy of this report is on file in the Clerk-Treasurer's office. Westmoreland reported that Deputy Schuetzenhofer would be assisting the Rensselaer Police Department with Cruise Night.
Westmoreland stated he needs to replace the department's digital camera because his other one had been stolen while working on a case. Pat Berger moved to allow the Marshal to replace the camera one time for a cost of up to $250.00. Charlie Illingworth seconded the motion. Motion carried. If a higher amount is needed Westmoreland must get permission from the council before purchasing.
Susie Sigo stated the council would like to see more exposure of the police on the weekends.
Water- -Mark Jones reported most of the wells were down some. Well # 4 is back on line again. The new service for Remington Farms has been completed. Jones will be doing the lead and copper testing. There has been a water hydrant hit at Indiana and 24 but Jones believes he will be able to repair it. The New York Street main replacement is finished except for replacing a valve.
Fire Department- -Brad Idlewine gave the fire department report for the month of June. A copy of this report is on file in the Clerk-Treasurer's office.
Street Department- -John Flinn presented the council with a list of streets to be black topped this year. Flinn reported the railroad intersection project on Maine & Ohio streets will start around the 20th or 27th of this month. Charlie Illingworth inquired as to what it would take to allow parking on the north side of Dr. Castor's office. Flinn will check this out and report back.
Wastewater- -Bruce Messersmith reported that the old pick-up is back in service. The repair work was $280.00. The chlorine controllers had been repaired but Messersmith does not have it back yet. He has still not heard anything from H-Four about the infiltration problem at the mobile home park. Messersmith asked if another letter could be sent to them.
New Business
Pat Berger gave an update on the Sesquicentennial Group. The dates have been set for July 16th and 17th of 2010. It has been talked about having a ceremony at the gazebo and a parade. North and South Railroad Street and Ohio Street will need to be closed if the town does not have a problem with this.
Pat Berger also asked if the town could provide the Purdue interns with a couple of meals while they are working in town. Charlie Illingworth moved to allow this. Pat Berger seconded the motion. Motion carried.
Clerk-Treasurer
Kay Brown presented a leak requests from Markus and Nichol Davis. The council asked for more information and denied the request until the information is provided. Brown asked if the Council would like to move forward with the IACT Medical Trust program. The council stated that yes they would. Brown asked the council if it she could upgrade the cell phones for the town. Bruce Messersmith stated that his phone could not keep a charge because the signal was constantly bouncing between cell towers. The council approved the upgrade of 3 phones for Messersmith, Flinn and Jones.
Claims were reviewed and approved for payment on a motion by Pat Berger, seconded by Charlie Illingworth. Motion carried.
