Remington Town Council Meeting

 

 

Date:   January 3, 2017

Time:  6:30 p.m.

Place:  Remington Town Hall, 24 South Indiana St.

 

Members Present

 

Susan Sigo, President; Pat Berger; James Stewart, Charles Illingworth; Bob Braaksma.

 

Others Present

 

Mark Jones, Zachary Lanning, Luke Neidlinger, Ryan Byrd, Mike Martin, John Schuetzenhofer, Jonathan Cripe, Carol Burns, Chris Allen, and Terri Budde.

 

Minutes of the December 19, 2016 Council Meeting reviewed. James Stewart made a motion to approve the minutes. Charles Illingworth seconded the motion. Motion passed unanimously.

 

Pat Berger moved to reappoint Susan Sigo as Council President and James Stewart as Council Vice President for 2017.  Bob Braaksma seconded the motion.  Motion passed unanimously.

 

James Stewart moved to appoint Susan Sigo to the Tree Committee, Bob Braaksma to the Street Committee, and Pat Berger to the Police Committee.  Pat Berger seconded the motion.  Motion passed unanimously.

 

DEPARTMENT REPORTS

 

FIRE:

Mike Martin reported there were seventeen (17) runs in the month of December.  The Fire Department held its annual chili dinner and it went very well.  A written report was submitted and is on file with the Clerk-Treasurer.

           

Water: 

Mark Jones reported he's been on vacation for most of the time since the last Council meeting.  Mark reported there was a water leak at Fountain Park that was fixed, and that the water treatment plant is undergoing pressure and HVAC testing.

 

WASTEWATER:

Ryan Byrd reported Fred Flook will be coming to look at the Wastewater station.  Ryan has scheduled an appointment to have the liner looked at/repaired this Wednesday to check out the wear and tear and see if the liner can be repaired or will need to be replaced.

 

 

STREETS:

Zachary Lanning reported Wiseman Tree Service cut/trimmed trees in December and the Street Department is working on cleaning up the portions of trees that were left; the Street Department is working on installing the snow fence, and has been busy plowing roads as needed.  Zachary Lanning and Luke Neidlinger will attend mosquito application class at Purdue University on April 6, 2017 and April 13, 2017.

 

POLICE:

Town Marshall Schuetzenhofer reported that while December was a slow month, 2016 was the busiest year to date with over two hundred (200) calls.  The Health Department has released the house on Sunnyside, but the house on Iowa Street is still sealed by the Health Department.  The applications for Deputy Marshall are being reviewed and interviews will be scheduled as soon as background checks are completed. A written report was submitted and is on file with the Clerk-Treasurer.

 

APPOINTMENTS:

 

James Stewart moved to approve the appointment of Jonathan Cripe as Town Manager; Mark Jones as Water Superintendent; Ryan Byrd as Wastewater Superintendent; Zachary Lanning as Street Superintendent; Lucas Neidlinger as Laborer; John Schuetzenhofer as Town Marshall; Mike Babcock as Park Superintendent; and Kristie Taulman as Utility Office Manager for calendar year 2017.  Charles Illingworth seconded the motion.  Motion passed unanimously.

 

Charles Illingworth moved to reappoint James Stringfellow to an additional four (4) year term on the Park Board.  James Stewart seconded the motion.  Motion passed unanimously.

 

Pat Berger moved to reappoint Steve Kinsell, Brad Ulyat, Ron Wilken, Betty Vaughn, Kathryn O'Neall, and Rachel Cantrell (school board appointment) to the Redevelopment Commission for calendar year 2017.  Bob Braaksma seconded the motion.  Motion passed unanimously.

 

Bob Braaksma moved to reappoint Jerry Cyr, Barb Harper, Brian Melchi, Jon Schwab, and Dan Anaya to the Plan Commission for calendar year 2017.  James Stewart seconded the motion.  Motion passed unanimously.

 

James Stewart moved to reappoint Don Knochel, Robert Cantrell, Dan Anaya, James Stringfellow, and Al Schambach to the BZA for calendar year 2017.  Pat Berger seconded the motion.  Motion passed unanimously.

 

James Stewart moved to reappoint Jonathan Cripe, Mark Jones, and Luke Neidlinger to the Cemetery Board for calendar year 2017.  Pat Berger seconded the motion.  Motion passed unanimously.

 

Bob Braaksma moved to retain Patrick Ryan and Jacob Taulman (Law Firm of Patrick Ryan) as the town attorneys for calendar year 2017.  Pat Berger seconded the motion.  Motion passed unanimously.

 

TOWN MANAGER - None

 

Susan Sigo requested the Town Manager obtain information on the Town implementing a Town Court.

 

TOWN ATTORNEY - None

 

OLD BUSINESS

 

There was no old business discussed.

 

NEW BUSINESS

 

Discussion was held regarding the price difference between reimbursing Town employees for mileage and purchasing a vehicle to be used by Town employees.  The Town Manager and Clerk Treasurer will provide information on this subject at the next Council meeting.

 

CLERK-TREASURER

 

The Clerk-Treasurer presented Declaratory Resolution 2017-01-03-1 regarding the business affairs of the Town.  Pat Berger moved to approve Declaratory Resolution 2017-01-03-1.  James Stewart seconded the motion.  Declaratory Resolution 2017-01-03-1 passed unanimously.

 

Clerk-Treasurer Terri Budde presented Ordinance 2017-01-03-2 setting the mileage to be paid by the Town of Remington at the rate of 53.5 cents per mile, which is the 2017 federal mileage rate.  Bob Braaksma moved to approve Ordinance 2017-01-03-2.  Charles Illingworth seconded the motion.  Motion passed unanimously.

 

Pat Berger moved to approve the claims as presented for January.  James Stewart seconded the motion.  Motion passed unanimously.

 

There being no further business to discuss, the meeting was adjourned at 6:54 p.m.
